Аннотация
В современном мире «демократия» и «демократическая легитимность» нормативно доминируют, заставляя даже наиболее жестких диктаторов соотносить свои действия с «волей народа». В то же время недовольство «реально существующей демократией» широко распространено и усиливается, особенно в устоявшихся демократических обществах. Понимая демократию в первую очередь как качество практик и процедур, а не как режим или форму правления, мы можем сформулировать несколько проблем демократии. Понимание демократии как ситуации, при которой право голоса в принятии решений имеют те, кого эти решения касаются, влечет за собой борьбу за то, чтобы в действительности иметь это право голоса (это объясняет и “Tea Party”, и “Nuit debout”). Поэтому неизбежная рутинная институциализация демократических практик и особенно их редукция к выборам приводит к разрыву между правительством и обществом, которое либо побуждает к политическим новшествам, либо ликвидируется идеологически с помощью таких ключевых формул, как «народ» или «народный суверенитет» — эти идеологемы не противоречат реальности, но «делают» существующие демократические реалии более демократичными, чем они есть на самом деле.
